RNC report aims to overhaul party

Coming off a presidential loss in 2012, the Republican National Committee has released a new plan to overhaul the party for the 2016 election.

The report, issued by the "Growth and Opportunity Project" of the RNC, differentiates two halves of the party--"the gubernatorial wing", which is "growing and succesful", and the "the federal wing", which is "is increasingly marginalizing itself" and jeopardizing the party's ability to win on a national level.

To change this, the report makes a number of suggestions for both policy and practice. It singles out immigration reform as important area for focus, saying "We must embrace and champion comprehensive immigration reform... If we do not, our party’s appeal will continue to shrink to its core constituencies only. "

The reports also suggests making a number of changes to the way the RNC conducts its business, including shortening the primary season, limiting the number of debates between candidates and increasing focus on technology and a digital strategy.
