UK data ethics body bats for stricter controls for ad-targeting and personalisation

A Centre for Data Ethics and Innovation (CDEI) report has recommended that the use of targeting tools by online platforms needs to be regulated. The CDEI has also suggested that the proposed regulator be armed with information-gathering powers to assess code compliance.

The report also suggests that regulators should be allowed to ask online platforms for secure access to their data to develop evidence-based policies. The centre suggests support for a new market in third party “data intermediaries” to represent user interests.

The report also calls for formal coordination mechanisms between the future online harm regulators and the UK’s data watchdogs. The CDEI in its report writes that “existing legislation and self-regulation cannot be relied on to meet public expectations of greater accountability.”
