Americans agree there should be relief to those affected by natural disasters, but they disagree on exactly how to provide it. As there is in Congress, there are partisan divisions when it comes to paying for that help. 44% in this week’s Economist/YouGov Poll would provide disaster relief without budgetary constraints, but that is down nine points since July. And nearly as many now would require budget cuts match disaster relief.

As there is in Congress, where a shutdown was threatened on this issue, there is a clear partisan divide. Two in three Democrats would provide disaster relief without matching budget cuts; 60% of Republicans would not. Independents are divided.
